As new travel rules became effective October 30, 2021, the Ontario Fruit and Vegetable Growers’ Association (OFVGA) has been seeking clarity for temporary foreign workers (TFWs). The federal government, through Transport Canada, has provided more detail for those boarding a plane or a train in Canada - https://www.canada.ca/en/transport-canada/news/2021/10/government-of-canada-provides-further-details-on-new-vaccine-requirements.html.

 

How do these new travel requirements impact departing TFWs?

 

-  For fully vaccinated TFWs, they will need to have their proof of vaccination with them at the airport or they may not be able to board the plane. Note, to be considered fully vaccinated for the purposes of travelling, an individual must have a complete series of a Health Canada approved vaccine.

 

-  For unvaccinated or partially vaccinated TFWs who entered Canada before October 30, 2021, they may present a negative molecular (PCR) COVID-19 test as an alternative to proof of vaccination. This transitional measure ends February 28, 2022.

 

The OFVGA recognizes that there may still be unvaccinated workers arriving to Canada after October 30, 2021 and is seeking clarity on how those workers can return home if those workers choose to remain unvaccinated.
